HC issues contempt notices to Subrat Sahoo, DM Awasthi and Dipanshu Kabra in Nicholas Khalko case

Raipur: The Chhattisgarh High Court on Saturday issued contempt notice to home secretary Subrat Sahoo, DGP DM Awasthi and Bilaspur IG Dipanshu Kabra in Nicholas Khalko case.

The case is of year 2007-2008. According petitioner’s counsel Abhishek Pandey, a complaint was made in the year 2007-08 against Nicholas Khalko, posted as Deputy Superintendent of Police (DSP) in Janjgir-Champa district. During this complaint, he was posted as TI in Takhatpur police station. During that time a departmental inquiry was ordered by the then Bilaspur IG. However, there was a gross violation of service rules in departmental inquiry. Khalko moved the High Court filing a petition challenging the departmental inquiry.

After hearing the petition by High Court Bilaspur it was directed that they should resolve the petitioner's case on the question of jurisdiction and other grounds. Even after a year of this order no action has been taken yet by home secretary Subrat Sahoo, DGP DM Awasthi and Bilaspur IG Dipanshu Kabra. Expressing dissatisfaction over noncompliance of court’s order, DSP Nicholas Khalkho submitted a contempt petition in the High Court.

The petitioner has stated in the petition that even after one year of the order, the order of the High Court has not been followed yet. While despite the outbreak of Corona pandemic, hundreds of police officer-employees were transferred and promoted in the last one year, but the officials concerned had lack of time to comply with the order passed by the High Court.

Expressing serious concern and dissatisfaction over the matter, the High Court issued contempt notice to the three officials and directed them to submit immediate reply.
