Raipur: Panchayat and Rural Development minister TS Singh Deo has stressed upon increasing scope of activities under MGNREGA, State Rural Livelihood Mission and Gauthans to increase the income of women.
Panchayat and Rural Development Minister TS Singh Deo reviewed various departmental schemes in a meeting held on Monday. In the day-long meeting, he along with senior departmental officers and chief executive officers of all Zila Panchayats and field staff reviewed the progress of the works of the Panchayat Directorate including MNREGA, State Rural Livelihood Mission, Rurban Mission, Swachh Bharat Mission (Rural) and gave necessary instructions.
He directed to conduct adequate number of activities to increase the income of women through self-employment by women self-help groups in State Rural Livelihood Mission and Gauthans. He said that every woman involved in these employment-oriented activities should have an income equal to the collector rate every month. He asked to develop Gauthans as economically self-supporting units. The panchayat and rural development minister also inquired about the activities of 15 multi utility centers operating across the state. It was informed in the meeting that 101 activities are being conducted in these centers for the self-employment of women. Through these, 1477 women of 201 self-help groups are getting employment. About Rs 4.86 crore has been received from the sale of products manufactured in these centers.
The minister reviewed the works executed so far in the last financial year 2020-21 and the current financial year 2021-22 under MNREGA in the meeting. He lauded the efforts of the MGNREGA team for the excellent implementation of this scheme in adverse circumstances last year. He directed to provide adequate number of employment to all categories of workers as well as women in need, people with disabilities and forest rights lease holder families. He asked to increase the number of female workers in MNREGA workplaces to at least 50 per cent. He asked to conduct MGNREGA work with utmost vigilance following the covid appropriate behavior.
The minister directed to expedite the works of plantation taken under MNREGA with the coordination of forest and horticulture department as well as other departments concerned. He asked the CEOs of all the Zila Panchayats to sensitize the officers of agriculture, horticulture, water resources, forest , and village industries departments and sanction maximum works from the coordination of the schemes of these departments. He instructed to start such works on priority which can be done even during rainy days. He asked to start the works of new Gauthans by marking the land at the earliest.
In the meeting, Deo directed to assess the effects of works done so far under MNREGA for Narva. He also reviewed the Gram Panchayat Development Plan, Janpad Panchayat Development Plan and Zila Panchayat Development Plan. He also inquired about the amount and expenditure allocated to the Panchayats in the years 2020-21 and 2021-22 under the 15th Finance Commission. He asked to start the work soon after getting administrative and technical approval of the proposed works.
State MGNREGA Commissioner Mohammad Kaiser informed in the review meeting that against the target of 13.50 crore man-days employment generation set by the Government of India for the current financial year under MGNREGA, so far 6.23 lakh man-days of employment have been generated already in the state. Out of 10,139 Gauthans approved so far in the state, the construction of 6112 Gauthans has been completed, while 3174 Gauthans are under construction. He said that under MNREGA, 74, 371 works have been approved by preparing DPR for the protection and promotion of 1367 Narva across the state. Out of this, 60, 958 works have been completed and 8874 are in progress.
